German companies unprepared for AI-based cyber attacks

Germany's coalition partners convened at the Chancellery amid internal disagreements on planned reform measures and recent election setbacks. The black-red coalition, comprising the Christian Democratic Union (CDU) and the Social Democratic Party (SPD), aims to forge ahead with its legislative agenda. However, substantial divisions remain on several key issues.
The evening meeting of the coalition committee was not expected to yield concrete decisions on contentious proposals, but a timetable for implementation may emerge. Discussions focused on whether adjustments to the government's course are necessary following significant losses in September's state elections. The unexpected election of a far-right Alternative for Germany party member as a state parliament president in Saxony-Anhalt, possibly with CDU support, added complexity to the agenda.
Chancellor Friedrich Merz's coalition is under pressure to accelerate reform processes, as different factions within the government express varying priorities. The SPD has called for modifications to the existing reform package, while Merz and the CDU prefer maintaining the current trajectory.
Prior to the meeting, SPD parliamentary leader Matthias Miersch anticipated a "very honest discussion" regarding the government's approach over the coming months. CDU parliamentary leader Thorsten Frei emphasized the need to determine the sequence and method of addressing numerous pending legislative tasks.
The last coalition meeting in early July resulted in the approval of a wide-ranging reform package encompassing changes to pensions, taxes, health care, and the labor market. While some measures have progressed, other areas continue to be hotly contested.
Disagreement persists over fiscal policies, particularly concerning potential revenue shortfalls from planned tax increases. These could jeopardize finance minister Lars Klingbeil's budget projections for 2027. Debates also center on union demands for increased parental benefits and compensation for inflation-related bracket creep, challenging current financial proposals. Budget negotiators face the prospect of uncovering additional billions to ensure budget approval in November. Failure could delay budget ratification beyond the end of the year.
